A sibling petition takes about ten years. At that time your sibling and his immediate family can enter. Thus being spouse and children under 21 ( unless they qualify for CSPA).

Typically, this type of petition takes about 10-12 years before he would be eligible for an immigrant visa because of the backlogs for this visa category worldwide.

If you file the I-130 petition now, you should get a decision within 6 months, but your brother will not be able to apply for n immigrant visa for almost 12 years. That is how long the preference category for brothers of a USC (F4) is backed up.

You may petition your brother. However, after petitioning, a visa number has to be issued permitting him to legalize status which currently seems to take about 10-12 years from the date of filing petition. However, if that is the only means by which your brother could be sponsored then I recommend you file the petition and should other options become available then he may pursue those options as well.
