My brother wants to immigrate to the United States from Mexico but does not speak any English. I know lots of people who have very low levels of English and I was wondering what his level of English needs to be in order to qualify for a green card.
For a green card you do not need to have any English as a requirement. Of course, if he plans to get a job where speaking English is required (in most jobs) then it will be an issue if he speaks no English. However, your brother will have a better life in the U.S. if he learns the language. If you are a U.S. citizen and will file an immigrant petition for your brother, he will wait 18 years for the permission to immigrate into the U.S. - enough time to learn English.
