How should I proceed with wife and son's J2 visa

More details to this question:
I am a J1 teacher in NC. My wife was turn down in Jamaica of her J2 visa. She may have mentioned about her mom as relative in the states. She has no bonds with her mom .She was only told that her mom was in the states. not seeing her over 20 years. My son did not ask any question as only my wife was asked. The DS19 is still active.

J-2 visas are given in the discretion of the consular officer, and there is a presumption of immigrant intent which must be overcome before such visas are given. Perhaps your wife can make another application with the embassy and bring all proof that she has many ties and bonds with Jamaica which would incentivize her return after her temporary stay in the US.
