How to get a Consular Report of Birth Abroad

More details to this question:
My girlfriend was born in Spain on a Naval Base, her mom passed away and she doesn't know how to get ahold of her dad. She has no valid photo identification to get a Consular Report of Birth Abroad, and she needs a CRBA in order to get a State ID in Indiana. Also, there are secondary forms that she could use to get it, but she doesn't have those either. Is there anything she can do to get one?

She could file a privacy act request with the Navy asking for a copy of her birth certificate.  If she was born in a Navy hospital, they will have a record of her birth.  Here's a link on how to do that. https://www.foia.navy.mil/foia/webbas02.nsf/(vwwebpage)/home.htm?opendocument
