How to identify an attorney is fake or not?

More details to this question:
I was offered a job offer by one construction company. so they said i need to obtain a certificate of eligibility and directed me to one attorney in New Jersey. I called to his cell phone number but no response. So could you please help me to identify is it a scammer or not?

Call the state bar in your state to determine whether he/she is licensed to practice law. Good luck
