How to start the immagration process.

More details to this question:
My mother in law has been in the US for about 32 years from Jamaica illegal without ever starting the process of getting a green card or anything. My husband and myself would like to sponsor and file for her. She does not have a SSN. She only has her JA passport that she just recently received at the embassy in NY. My husband has just become a citizen of the US. She gave birth to him at age 15 in JA and came here when she was 20 yrs old on a bad passport. She is now 52. What options/obstacles do we face?
