I need to know what other documents were stolen. A Mexican Passport can just be applied for again.

Have him apply for replacement documents right away and bring the police report that they were stolen. They can put a visa on a document other than a passport but are usually reluctant to do so unless the passport is unavailable such as for a stateless person.

Make sure to report it stolen and to keep a copy. I am not really clear what is going on but it sounds like he is going to the US Consulate. He will need a government ID to get in the building and also a current passport to get any visa or green card. If you have also have relevant documents stolen, still go to the appointment. They can then delay and give you rescheduling instructions.

You must obtain a new passport for your interview. The Consular will also want to verify your birth certificate and the documents that verify the relationship underlying the visa petition. You should try to obtain certified copies or new originals.
