How would I know if my employer issued dates are correct or wrong?

More details to this question:
Currently, I am on B1 Status and want to change my status from B1 to H1, so one of the companies is ready to file my H1 in the coming H1B Cap and they issued the dates from 09/15/2013 to 09/14/2016. I saw in some sites that we should take the start date as October 1, 2013.

The start date on the LCA can only be 6 months away so because the LCA has to be filed before april 1, it has to have a date earlier than October 1. The h_1B visa petition itself, however, can only have October 1 as the start date as that is the first date of the new year's quota.

Yes, the start date for an H-1b subject to the cap should be October 1.

The issue date that you referenced was likely to be done on the LCA and not on the H-1B. This is a common practice and done so that they can file the LCA (filed with DOL) beforehand. The issue dates for the H-1B are likely to have an October 1st start date if it is a new (and capped H-1B).
