My husband interview on November 18 2o16.at that time embassy said to him your case is under administrative processing.and take his passport and two photos.And gave him white letter who tells about case under administrative processing.Now I check my status and it shows case RETURNS to NVC. What can I do now?I am so worried about that.I am citizen of united states and my two kids also citizens.why they don't give the visa to my husband.

The consular official believes the immigrant visapetitiin was approved in error. The consular official likely suspects the marriage was not entered into in good faith.
