I got deported in 1999 can I come back?

More details to this question:
94 I got caught with 17 pounds weed did state probation 96. 30 pounds let me go went awol 99 4 grams of meth. Stayed in county 3 months and they deported me. My mom my kids all In USA. I'm stuck in Mexico I hardly know Spanish. Is there any kind of grace or chance to go back to family? I'm sure I learn my lesson.
