I got my 824 denied. what should I do?

More details to this question:
My mother got a green card thru my sister who married a US citizen and is now a US citizen as well. My father is in a green card process. My mother file a I-824 for me so I could follow to join, however it was denied for 2 reasons; 1 section 103.9 and 2 section 204.2 . It doesn't make any sense, in the instructions of I-824 it didn't say derivatives beneficiaries are not eligible. Also 204.2 talks about abuse on spouse/child which does not apply to us at all. Should I file a motion or do I have another option. Right now I am on a extended tourist visa, but I also have file a change of status to F1.
