Having a copy of an I-130 petition is not a requirement for a visa interview. Applicants may wish to have a copy of it just so that they can have a complete copy of their files, but the US consulate or embassy has the entire petition file which was forwarded to it by U.S.C.I.S. through the National Visa Center.
