More details to this question:
I submitted the I-130 form to sponsor my sister from Vietnam to the US in 2012 together with my parents. My parents now have become a US citizens and can sponsor my sister with faster visa category. Can I transfer my sister's application to my parents to keep her piority date or do we need to re-file a different I-130 for my sister from my parents?

Unfortunately the lines are separate, and you cannot transfer your sister's application with priority date to one that will be submitted by your parents. Your parents would have to file and obtain a new priority date.
