Good question. The 90-day period means that you must file your I-751 within the 90-day period before your green card expires. You cannot file I-751 before or after that period. That means you can file from Aug. 10 until your green card expires. USCIS must receive the I-751 before your green card expires. If you file on Nov. 4, just make sure USCIS receives it before Nov. 8.
