I944 who need to file Petitioner (I am US citizen) or Beneficiary (parents on visitor Visa in USA)

I am US citizen Applying AOS(I-130/I-485) for my Parents who are already in US on Visitor Visa. According to new rule I have to submit I944. Who has to file this form Petitioner(me) or Beneficiary(parents)? If Beneficiary then do my parents have to show income and assets from India.
