If a US citizen marries a Mexican citizen in Mexico is the Mexican citizen eligible for a green card and travel to the US?

I have been in a relationship with a Mexican citizen for over 7 years. He was deported over 20 years ago and has been denied a visa to visit the US several times. He owns homes in Mexico and has a job there. If we were married in Mexico would he be eligible for a green card and be able to travel to the US.
