If my husband was deported 3 times, can he still file for papers?

He doesn't have any felony, just was at the wrong places.

An alien who has suffered deportation from the US on three separate times bears a heavy burden in any future attempt to return to the US as an immigration recidivist. Even without a criminal history, such an alien must wait outside the US for at least 20 years before he can be allowed to request for a waiver to come to the US counting from the date of the last deportation.

Unfortunately, he is ineligible to adjust status even through you because of his violations of the US immigration laws. One removal may have been workable, but three removals basically make him ineligible for any immigration benefits.
