If my wife was born in Costa Rica is it possible to get a birth certificate from there?

More details to this question:
I'm trying to locate my wife's birth certificate. She says she was born in Long Beach, CA but they have no record of it. Her parents are from Costa Rica but they are gone now. I have no idea where to look now.

Usually, the primary source of the record of birth should be in the hospital where the birth took place as well as the county clerks office in the county where the person was born. Your wife should first contact the hospital if known, next she may contact the county recorder's office in the county where the hospital is located with as much information about herself, her parents and actual or approximate date and place of birth. If it is not available in either of those places, she should contact California State Dept of Public Health and Vital Records in Sacramento.

If it is unclear whether she was born in Long Beach or in Costa Rica. The address for a birth certificate from Costa Rica is: Registro Civil Oficial Mayor Civil Apartado Postal 10218 San Jose 1000, Costa Rica.

Anyone can request a birth certificate for your wife in Costa Rica, but the application needs to be done in person at any office of the "Registro Civil" (if she was ever registered by her parents).
