More details to this question:
I am a U.S. Citizen, my mother wants to come visit for 2 to 4 weeks in December this year. She is in Mali west Africa. How do I get her a visa or letter to Ambassy?"

Assuming that you are an adult and earning money, you could give your mother documentation for her to take to the visa interview including your personal letter guaranteeing her support and that she will return to Mali following her temporary visit to the U.
