In an RFE concerning birth paper, U.S.C.I.S. usually wishes to see one registered contemporaneously with the birth (within one year). If not, secondary evidence such as baptismal certificates, early schooling records, or delayed birth papers with affidavits of others describing how they knew of the facts of birth, etc., may be accepted in lieu thereof.
