More details to this question:
This is Lawrence Gonzalez once again (29 years old), I am currently vacationing here in San Francisco. My father who is a US citizen would want to file form I 130 and form I 485 together while I am here in California so I would be eligilble to permanently stay here in the US. Kindly advise possibilities, options and professional fee should you be able to assist us on this case. Thank you!

The difficulty is your age and that you do not qualify as an immediate relative of a U. S. citizen (parent, spouse, or child under the age of 21 and unmarried), and so you cannot file a combination I-130/I-485 while in the U. S.  Vis-à-vis your father, you would qualify under either F-2B or F-3 immigrant visa category depending upon whether you are married or not. Currently, F-2B for unmarried sons and daughters of U. S. citizens over the age of 21 is backed up to cases filed before 6/22/11 and F-3 for married sons and daughters of U. S. citizens to those filed before 3/15/06 (June 2018 visa bulletin). U.S.C.I.S. does not allow I-485 applications to be filed unless there is visa availability. I suggest that you meet with an immigration lawyer who can go over options with you on how to stay in the U. S. and perhaps for permanent immigration independent of your father.
