If you apply for F1 while B2 is still valid, then you will not be considered overstaying, even if B2 expires while F1 application is still pending

If you filed before your B-2 expired, you should be ok.

No. If you apply and you are granted a change of status from B-2 to F-1 you are not an overstay, You are still in status although in a new category.(F1 Student) Note that because it often takes CIS several weeks to process change of status applications, it is therefore important for you to file your change of status before your B-2 expires.

It would not be counted as overstaying if the application is submitted before the expiration of your authorized stay and the application is eventually approved.
