Is this considered document fraud? I know of someone who used her sister’s birth certificate and not her own to immigrate to the United States. She is not who she says she is. She lives by another name other than her own. All her family members know this they all know her by her real name and not her dead sister name that she used to become naturalized here. Her sister was three years older than her. This cannot be legal?
The conduct you described indeed should be regarded as fraudulent, and it can lead to very harsh immigration-related consequences. Some immigration law firms, including mine, offer legal services on a "flat fee" basis so that a client will know the total expense from the very beginning, and a few immigration law firms, including mine, offer an initial consultation free of charge.
