Is it possible to become a US immigrant without any help from a US Citizen?

Well, I have a friend that wants to come over here. He's asking me if I can help him. I know about the employment option. But I'm not really sure to help him. So, is it possible for a foreign national to become a Immigrant without any help from a US immigrant/citizen
