Is it possible to renew a B-1 visa while having an approved I-30?

More details to this question:
I have submitted an I-30 form for my wife and it was approved. We are having trouble getting some of the documents for the upcoming interview. We were hoping to travel to the US in July.

Probably not since B-1 does not allow for immigrant intent and the I-130 clearly indicates immigrant intent.

Very unlikely as now she is an immigrant and a tourist visa presumes she would go back to her country.
