Is there a difference between states inmigration laws.

More details to this question:
Does it matter which state I want to hire a lawyer ,to start my petition for inmigration adjusment status to become a resident.I live in WA,state,my brother will become a US citizen this year,he lives in california,he will help me with the petition.
