Is there a way to request a different processing center?

More details to this question:
My sister petitioned for me (I-130) this year and my application was sent to California Service Center, they are processing applications from 2011 while the Texas center is processing applications from this year. I'm wondering why my application was sent to California, can I request for it to be sent to Texas since my sister lives in Texas?

Hello. Unfortunately, you cannot choose the service center. It depends on location mostly, but many applications are specifically processed at one of four designated Service Centers. In addition, they move them from one to another when they get backlogged in certain categories.
