Is there anything I can do to start the process of fixing the papers?

I know I canโ€™t fix papers for my parents until Iโ€™m 21.

You can only petition for your parents once you are 21 AND they entered the US lawfully. If they entered the US unlawfully, under the current immigration laws they are not eligible to adjust status to permanent residence within the US. You need to be 21. Also, you should meet with an attorney to see if your parents need to prepare for the process.
