I’m trying to find a lawyer to help with my husband’s immigration process. So far I've seen 3 and they've told me that he has to be out the country to file.

What exactly is your question? What is the specific situation of your husband? IF he entered the US unlawfully, then the 3 lawyers you've seen are correct in their advice in that he is not eligible to legalize his status within the US.

The spouse of a USA citizen does NOT need to be out of the country for you to file the I-130 visa petition for him. You have been getting some bad information, or perhaps misunderstanding what they have said. Ultimately, however, for step two of the process, if he entered illegally, he may have to leave the USA for a consular interview, but that's for an interview not for a "filing."
