Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. Why was your mother's case denied?

If you are a US citizen 21 years or older you are eligible to petition for your parents. However the fact that they entered without inspection means they would need a waiver. Consult with an immigration attorney to guide you through the process.
