It takes about 2-3 years for a spouse of a green card holder to be able to get an immigrant visa.

You can speed up the process only by becoming a US citizen, in which case, a visa becomes ready for your husband right away as immediate relative of a US citizen under s.201(b) INA. Since it does not appear that you are a US citizen, you'd just have to wait in line and be patient. For citizens of most countries, the current processing time for petitions filed by green card holders for their spouses under F2A is about 27 months. For comparison, visas that are now current in your category [F2A] were filed on or before Nov. 2010. Based on that I suspect your case will be approved soon. In order to avoid further delays, be sure you gave CIS every information needed for it to quickly approve your case Also, check CIS web site regularly for updates. Good Luck

If you are eligible, the quickest way would be for you to become a U.S. citizen and then upgrade his petition.

I understand that you submitted I-130 family petition on behalf your husband. Without an emergency/compelling reason that would cause USCIS issue a parole, your husband will have to wait outside the US, unless he can obtain a duel intent visa.

This can not be answered without a complete analysis of all relevant factors as well as your goals that you have in mind. Perhaps you should invest in a consultation with an experienced Immigration Attorney. Many, such as myself, will even do these over the telephone to accommodate clients.
