I am a US citizen. I am filing I-130 for my wife who lives outside USA. "Can she fill G-325A, sign it, scan the form & email it to me?" (Iโll print it) or "she has to mail me the actual signed form?"

No, there have to be original signatures in order for them to be accepted by USCIS as properly filed.
