More details to this question:
they said he doesn't have enough ties to the united states,we have been knowing each other for two years I met him through a friend of mines,we communicate each day we haven't seen each other face to face only through pictures,i write a letter of invitation and was furnishing his trip and place to stay upon his arrival was going to be responsible for his stay and make sure he goes back in time,what can we do to get him approved to come to the united states

Probably not. He can refile for visa again and again. The problem is, until the consulate decides they have enough to find he had overcomed the immgirant intent presumtion, there will be no visa.    INA 214b B1/B2 Visas
