My I130 form was transferred to a local office in Feb 2012. So I'm wondering it is normal and what is going to happen next?

You can follow up with the USCIS by making an INFOPASS appointment on the USCIS website.

It is normal for immigration to transfer cases from one office to another. You shall not worry. The process will continue normally. You will be notified when the I-130 is approved and it has been approved, then you will get notice of when your visa is available. If it involves consular processing, at that time the consular processing will commence.

The local office might want to meet you and the other person named in the petition to check the validity of the relationship. If this is a marriage based case, you should prepare a package with documents like joint bank account, joint tax return, documents under both names showing both of you live at the same place, photos, etc.

Yes, the transferring of a file to a local office is normal. You should be receiving future communications regarding your file from that office. The Receipt Number designated for the petition remains the same.
