Naturalization interview done. However, a decision cannot yet be made

More details to this question:
I went to Newark office for snterview the past week. Passed tests. The officer picked some questions from the application and asked me directly. I have one speeding ticket. Have been permanent resident for 10 years. The past 5 years, no trip abroad. One trip more than 5 years ago took 5 and 1/2 month. She asked my driver license, GC card and both expired and current passport, made copies. She told she would approve me. But she needs another officer to look at my file. She then told me I would need to come back for oath. I felt she made me think I was approved. But on the N652 result sheet, she marked: no decision has yet made. Not recommended for approval. She was unfriendly. Is it possible she did not want to approve me so looking for issues in my file? I am concerned. And think about having an attorney to take over my case from now on.

I would not be concerned at this stage. When a decision cannot be made, the officer must check the decision cannot be made box. It does not mean your case will not be approved. Given you had a speeding ticket, the officer may need to verify with a supervising officer your case can be approved. USCIS has 120 days to make a final determination. If you have not received a decision in 120 days, I would encourage you to speak to an attorney.
