On G4 Visa, can I start an online business?

More details to this question:
I have an iPad application idea that could be profitable. I would like to pursue if I am allowed by law as a G4 Visa to start on online business. If the answer is yes I can, my follow up question is whether I need to do anything special in addition to what a citizen would do to register the business.

You can start a business and even invest in the business (i.e., take profits from it), but you cannot pay yourself a salary or otherwise employ yourself.
