Once an I-130 is approved, who completes the immigrant visa application, me or my spouse?

More details to this question:
My spouse is a Chinese National living in China and I am a US citizen living in the US. I have already filed the I-130 and I-130a. I am ready to file the I-864 once the petition has been approved, but am unsure which of us must complete the visa application. She will have to go to the US Consulate in Guangzhou, China for her interview and processing.
