Petition without birth certificate?

More details to this question:
I am a U.S citizen,my husband is a citizen of Spain but was born in the Dominican Republic.He has a birth certificate issued by the Spanish Civil Registry.Can i petition for him with the birth certificate issued by Spain or will he need a copy from the Dominican Republic?

It will depend upon the information contained in the birth certificate issued by the Spanish Civil Registry. Do you have a copy of the document?
