Questions regarding I-751 abd I-912

Asked on Mar 24th, 2020 on Immigration - New York
More details to this question:
I am currently filing for i-751. My spouse and I both lost our jobs due to COVID-19. I am wondering if I can file i-912 to waive the filing fee? Do you know if I can still submit the application now knowing the USCIS office is currently closed because of coronavirus? My conditional green card is expiring in May. Do we have to submit all the documents we sent in 2 years ago again?
