Reenter the USA after deportation years ago?

More details to this question:
I became a doctoral student at IU in 2003 but was expelled in Oct 2006, when I was also notified that I had to leave within half a year otherwise I'm to be deported and not allowed entry into the USA for 10 years. I stayed to sue the university but was arrested by the DHS in April 2007 and deported back to China in June 2008. I'm now a doctoral student in Australia and have to attend an academic conference in the USA. Can I get a non-immigrant visa to reenter the USA? Thanks.

You may be able to reenter the US, but will have to apply for advance permission to return to the States after having been removed. You would apply on form I-212 Application for Permission to Reapply for Admission into the United States after Deportation or Removal at the consulate having jurisdiction over your place of residence. The consular officer would forward any recommendation for consent to reapply and visa issuance to the Admissibility Review Office of Customs and Border Inspection for decision.
