Should I eligible to apply I-601 on Extreme Hardship Waiver?

Dear Sir, My question is can adult children of LPR are eligible to apply I-601 Extreme Hardship waiver? I come under the F2B category, my mother is widow around 65 years of age, She has LPR status living in US with her daughter. She is the patient of High blood pressure. I am living outside the USA waiting for the visa availability. I never break or violate the US laws neither come to US illegally. My point is can I apply I-601 on Extreme Hardship to join my mother? I have read many articles that I-601 is applicable for those who breaks/violates the US law? Shall my case come under the new rule of Extreme Hardship Waiver?

Hello. Unfortunately Form I-601 is available only when your visa is available, it cannot be used to bypass the time for a visa to become available.
