More details to this question:
I was married in kenya to a somali citizen living in kenya..She is not a kenyan citizen..She moved to ethiopia and she is living there now..I want to apply immigrant visa for her..Is there any complications due to her moving..She does not have a birth certificate from somalia as there is not government..by the way am I US citizen

If she is a refugee, her refugee card should have a birthdate and can substitute for a missing birth certificate.  It doesn't matter that she has moved.
