i was an illegal worked in the usa with C1d visa for 5 year came back to india may 2012 now wife is studying in the usa can i apply for a dependent visa with my child kindly provide your valuable advise currently i live in india

Depends on the timing. Probably not since you are barred for the ten year period from the time when you deprted. You can seek INA 212d3 waiver but it will not get there as the consulate will deny yoru visa based on INA 214b immigrant intent presumption.
