Switching back from H1B to F1 Status (Withdrawing H1B)

Employer A filed an H1B for me but I never started working for them and switched to Employer B. I had informed Employer A immediately after they filed for the Visa that I will not be joining them. The Attorney's from Employer A sent out a withdrawal request to USCIS and sent me a copy of the letter. However, they never received an acknowledgement from USCIS. I asked the attorney from Company A for help and they said their obligation is only to send out the request to USCIS. I believe I need to switch back to my F1 Status and reapply for H1B with Employer B next year. Any advise would be appreciated.

Without reviewing what was actually done, it is difficult to give any guidance. It is not clear whether the attorney for employer A simply withdrew a pending petition or sought revocation of an approved petition. The distinction is important as you it will determine what current immigration status you hold and what steps need to be taken, if any, to get you into F-1 status.
