Trying to help a friend from laos visit or move here

I am a usa citizen. Have a 29 yo male laos citizen who has been living in thailand visit or move here. We applied in vientiane last month and he was denied. The gentleman said he should of applied in bangkok since he has been living there and also he had really no paperwork. Wondering which is best way to go about this.
