More details to this question:
In the US citizenship form there is a question "have you ever not filed fed, state or local taxes, since being a permanent resident" I have been a green card holder for 10 years. The first 5 years i didnot file any taxes because i was a student and did not have any income. the other 5 years (recent) i did file taxes as i got out of school and have a job. What should I answer ? Yes or No to the question? Are students expected to file taxes?

If you are not required to file taxes, then you did not "fail" to file them. Thus, if you did not earn money those 5 years, you did not need to file. You will answer "no."
