More details to this question:
Hello,I want to be sponsored by my sister who is a US national however is currently living outside the US. Is there any possibility since she is currently not a tax filer in US so does not meet the income requirements of USD 20,000.
There is every possibility that you can be sponsored by your sister even if she is living outside the United States at this time and not making much money. The sibling sponsorship case will take approximately 12 years and questions of ability to financially support and her domicile in the US will usually come up near the end of the time for immigration, not at the beginning or middle part.
