usa tourist visa rejected twice

hello, my usa tourist visa was denied twice. I am indian and my husband is a canadian pr. i have also applied for my pr. I wanted to go to usa to take USMLE STEP 2 CS(which is conducted only in USA). i showed VO relevant documents but both times got denied on the basis of section 214b. They refused my visa saying my husband is a pr of canada. I applied from india both times. what should i do? I will be flying to canada next week. Should i apply from canada

You are free to apply again but do not expect a different result. The fact that you have been twice denied by a consulate in India will be known to the consular official in Canada. Applying for a third time is not likely to change the result unless there has been a change in your circumstances.
