Visa tourist -214b denial

More details to this question:
My dad has and showed strong ties to his country (Haiti). He has a 2 good jobs and several houses and lands in the country. He has paid for my education ( 10k+) for more than 5 years here in the US. He never applied for a visa because he was not interested until my graduation in May 2015 and he was given his first refusal I question the decision by writing to the consulate to no avail. He applied again in May 2016 when i was getting married and was denied again. Him and my mom applied again in August 2017 when i was scheduled to deliver my first child in October 2017 and get denied again.

Hire counsel in the US to prepare the tourist visa aapplication and u may have a much better chance of success
