Want to apply for Dual Citizenship US and Canada

More details to this question:
My father was born in Canada in 1930, I was born in the US in 1957. Do I have to live in Canada for 3 years before I can apply for dual citizenship? I currently live in Northern Calif. I have a valid US passport. I would like to go there to seek employment.
